Are you planning to advance your education in a world-class destination but worried about the English language test? One of the most common questions international students ask is: "Is IELTS required to study in Malaysia?"
The short answer is: In most cases, yes, but there are several ways to study in Malaysia without IELTS.
In this complete guide, we’ll break down the official requirements for 2025–2026, list universities that offer waivers, and explain the alternative tests accepted by Education Malaysia Global Services (EMGS).
1. Official English Requirements for Malaysian Universities
While Malaysia is highly flexible, universities must ensure students can keep up with lectures, assignments, and research conducted in English.
Typical IELTS Score Requirements by Level:
Study Level Recommended IELTS Band
Foundation / Diploma 4.0 – 5.5
Undergraduate (Bachelor) 5.5 – 6.0
Postgraduate (Master/PhD) 6.0 – 6.5
Note: Specific courses like Medicine, Law, and Pharmacy often require a higher band of 6.5 or above.
2. Can I Study in Malaysia Without IELTS?
Yes! If you don’t have an IELTS score, you can still secure your dream admission through these three common pathways:
Medium of Instruction (MOI) Certificate: If your previous degree (High School or Bachelor’s) was taught entirely in English, many universities accept an "MOI Letter" from your school as a total waiver.
Intensive English Programs (IEP): Many top private universities allow you to join their campus first and complete a 3-to-6-month English course before starting your main degree.
Internal University Tests: Some institutions, like Taylor’s University and Sunway University, conduct their own English placement tests upon arrival.
3. List of Best Universities in Malaysia Without IELTS (2025–2026)
Several top-ranked institutions are known for their flexible English language policies for international students:
Asia Pacific University (APU) – Offers internal English assessments.
SEGi University – Known for flexible pathways and English bridging programs.
City University Malaysia – Frequently waives IELTS for MOI holders.
HELP University – Accepts various English proficiency proofs.
INTI International University – Offers a dedicated English Pathway.
Swinburne University (Sarawak Campus) – A top Australian branch campus with flexible entry.
4. Other Accepted English Tests (Alternatives to IELTS)
If you find IELTS difficult or expensive, the Education Malaysia Global Services (EMGS) officially accepts these alternatives for your student visa (VAL) application:
TOEFL iBT (Internet-based)
PTE Academic (Pearson Test of English)
MUET (Malaysian University English Test) – Often taken locally in Malaysia.
Duolingo English Test (Accepted by some private universities).
Cambridge English (Linguaskill Online, B2 First, C1 Advanced).
5. Student Visa Requirements for Malaysia 2025
To rank #1, your blog must provide the full picture. Here is the checklist for your Visa Approval Letter (VAL):
Valid Passport: At least 12–18 months validity remaining.
Offer Letter: An unconditional offer from a recognized Malaysian institution.
Academic Documents: Certified copies of your certificates and transcripts.
Health Report: A medical examination report from an EMGS-approved clinic.
English Proficiency: Either your IELTS/PTE score or your university-approved waiver/MOI.
Final Verdict
While having an IELTS score of 5.5 to 6.0 makes the process smoother and gives you access to public universities like the University of Malaya (UM), it is not mandatory for everyone. If you are from an English-medium background, you can likely study in Malaysia without IELTS in 2025.
